Election and Role of the Vice-Mayor

Composition and Organization of the Municipal Board

  • The Municipal Board serves as the city's legislative body.
  • It consists of the Vice-Mayor as presiding officer and nine councilors elected at large.
  • Vice-Mayor votes only in the event of a tie.
  • The presiding officer must sign all ordinances, resolutions, and motions involving expenditure or liabilities.
  • Temporary appointments by the President of the Philippines may be made to maintain quorum during a member's illness or absence; such appointees possess full rights and duties.
  • If the Vice-Mayor or any councilor is a candidate for any election, that member must abstain from participating in election-related board functions.
  • Members of the board receive an annual salary of PHP 3,600.

  • Section 33 stipulates a salary of PHP 3,000 per annum for a specific official, as per amended law provisions.
  • Section 34 sets a salary of PHP 3,200 per annum for another city official as amended.
  • Section 37 details the fiscal officers' salaries, paid by Cebu City:
    • City Fiscal: PHP 6,000 per annum
    • First Assistant Fiscal: PHP 4,600 per annum
    • Second Assistant Fiscal: PHP 4,200 per annum
    • Three Third Assistant Fiscals: PHP 3,600 per annum each

Effectivity

  • The amendments take effect immediately upon approval of the Act on June 7, 1955.
