Republic Act No. 1233 amends the Charter of the City of Cebu, making changes to the election and term of the Mayor, the role of the Vice-Mayor, the constitution and organization of the Municipal Board, and the salaries of various city officials.

The candidate must be at least thirty years of age, a resident of Cebu City for at least two years prior to the election, and a qualified voter of the city.

The Mayor shall hold office for four years unless sooner removed.

The Mayor shall receive a salary of seven thousand two hundred pesos a year.

The Vice-Mayor is elected in the same manner as the Mayor and must possess the same qualifications as the Mayor at the time of election, meaning at least thirty years old, a resident for at least two years, and a qualified voter of the city.

The vacancies shall be filled by appointments made by the President of the Philippines in accordance with the law.

The Vice-Mayor performs the duties of the Mayor during temporary incapacity or absence. If the Vice-Mayor is also incapacitated, a member of the Municipal Board chosen by a majority of its members performs such duties.

The Vice-Mayor automatically ceases to be the presiding officer of the Board, and a councilor chosen by the majority of the Board members exercises the duties of the president of the Board.

The Municipal Board consists of the Vice-Mayor as the presiding officer and nine councilors elected at large by qualified voters of the city.

The Vice-Mayor has no right to vote except in the case of a tie.

Members of the Municipal Board shall receive an annual salary of three thousand six hundred pesos per annum.

If the Vice-Mayor or any councilor is a candidate for office in any election, they are disqualified from acting with the Municipal Board in election-related duties, and other councilors must perform these duties without their assistance.

The Fiscal of the city receives six thousand pesos per annum; the first assistant fiscal four thousand six hundred pesos; the second assistant fiscal four thousand two hundred pesos; and three third assistant fiscals three thousand six hundred pesos each.
