Transitory Provisions Governing Application of Rules

  • The current Administrative Order’s provisions apply to all applications filed with the DAR on or after its effectivity date.
  • Applications that were pending with the DAR prior to the effectivity of this order are governed by the administrative orders or issuances in force at the time of the filing of those applications.
  • Despite the above, the procedural guidelines set forth in this Administrative Order shall be applicable to all pending applications to ensure conformity in processing.

Repealing Clause and Validity of Previous Issuances

  • This Administrative Order repeals Administrative Order No. 12, Series of 1994, along with all other issuances inconsistent with the current order.
  • Memorandum Circular No. 09, Series of 1997, remains valid and is not repealed by this order.

Retroactive Effectivity

  • The provisions of this Administrative Order are deemed retroactive, applying from the date of effectivity of Administrative Order No. 7, Series of 1997.

  • The order was adopted and signed by Ernesto D. Garilao, Secretary of the Department of Agrarian Reform, on December 16, 1997.
