Scope and Application
- The law mandates reservation of job positions specifically in government entities.
- Private sector participation is encouraged through reservation but not compulsory.
Implementation and Rule-Making Authorities
- The implementing rules and regulations (IRR) are to be formulated by the following agencies jointly:
- Department of Labor and Employment (DOLE)
- Civil Service Commission (CSC)
- National Council on Disability Affairs (NCDA)
- Governance Commission for GOCCs (GCG)
- Department of Health (DOH)
- Department of Social Welfare and Development (DSWD)
- Bureau of Internal Revenue (BIR)
- The formulation of the IRR shall be done within six (6) months from the act's effectivity.
- The agencies shall consult with relevant Senate and House committees, as well as other concerned organizations and establishments.
Legal Provisions and Severability Clause
- If any provision of the law is declared unconstitutional, such provision shall be severed without affecting the remainder of the law.
Repealing Clause
- All laws, presidential decrees, executive orders, rules, and regulations inconsistent with this Act are repealed or modified accordingly.
Effectivity
- The law shall take effect fifteen (15) days after its publication in any two newspapers of general circulation.
