Governance: Governor and Executive Role
- Section 3 creates the position of governor as the chief executive officer of Quirino Subprovincial government.

Provincial Board: Composition and Operation
- Section 5 creates a Provincial Board composed of:

- two other members elected by the qualified voters of the subprovince.
- Section 5 establishes a secretary of the Provincial Board who has the same duties, powers, and qualifications as those prescribed for regularly organized provinces.
- Section 5 mandates that the pertinent provisions of law applicable to regularly organized provinces govern the Provincial Board regarding:
- powers, duties, qualifications, compensation, meetings, tenure, and other matters.
- Section 5 directs that the Provincial Board shall fix compensation of:
- the governor,
- board members, and
- other officials and employees,
in accordance with law.
- Section 6 provides that other subprovincial officials shall be appointed in accordance with existing laws or regulations.
Fiscal Share and Tax Allocations
- Section 7 provides that Quirino Subprovince shall receive a share in taxes and allotments equal to what it would receive if it were a regularly organized province.
Voting Limits for Provincial Officials
- Section 8 provides that the voters of Quirino Subprovince shall not participate in the election of provincial officials of Nueva Vizcaya.
Representation in Nueva Vizcaya District
- Section 9 provides that until otherwise provided by law, Quirino Subprovince shall continue as part of the representative district of Nueva Vizcaya.
Plebiscite, Election Timing, and Funding
- Section 3 requires submission for approval in a plebiscite of:
- provisions pertaining to the establishment of the Provincial Board,
- provisions pertaining to separation from Nueva Vizcaya insofar as provincial administration is concerned, and
- provisions retaining the subprovince as part of the representative district of Nueva Vizcaya.
- Section 3 requires the plebiscite to coincide with the elections of nineteen hundred sixty-nine.
- Section 3 provides that the matters submitted are deemed approved if a majority of the votes cast in the plebiscite are in the affirmative.
- Section 4 provides that if approved, the first governor and members of the Provincial Board shall be elected in the general elections of nineteen hundred seventy-one.
- Section 5 deems the appropriation necessary for the plebiscite included in the funds set aside for the elections of November eleven, nineteen hundred sixty-nine.
Effectivity and Approval
- Section 6 provides that the Act shall take effect upon its approval.
