The municipalities of Diffun, Saguday, Aglipay, Maddela, and Cabarroguis were constituted into a subprovince of the Province of Nueva Vizcaya, known as Quirino Subprovince.
The capital is the Municipality of Cabarroguis, created to consist of specified barrios and sitios separated from Diffun and Aglipay (e.g., Gundaway, San Marcos, Mangandingay; and others listed such as Zamora, Villamor, Burgos, etc.).

The subprovincial governor is the chief executive officer of the sub-provincial government, elected by the qualified voters of the subprovince.
The governor exercises the powers and discharges the duties belonging to the office of chief executive in provinces regularly organized.
It consists of the governor as presiding officer and two other members elected by the qualified voters of the subprovince.
The secretary has the same duties and powers and possesses the same qualifications as those prescribed for regularly organized provinces.
Pertinent provisions of law applicable to regularly organized provinces govern the Provincial Board insofar as powers, duties, qualifications, compensation, meetings, tenure, and other matters are concerned.
Quirino Subprovince shall constitute a separate engineering district and a separate school division, and other national or provincial offices shall be established in the same manner as though it were a regularly organized province.
They shall be appointed in accordance with existing laws or regulations.
Quirino Subprovince shall receive a share in taxes and allotments equal to what it would receive if it were a regularly organized province.
The voters of the subprovince shall not participate in the election of provincial officials of Nueva Vizcaya.
Until otherwise provided by law, Quirino Subprovince continues as part of the representative district of Nueva Vizcaya.
The provisions pertaining to (1) the establishment of the Provincial Board and separation from Nueva Vizcaya insofar as provincial administration is concerned, and (2) the retention of the subprovince as part of the representative district of Nueva Vizcaya.
It was to coincide with the elections of 1969. It would be deemed approved if a majority of the votes cast were affirmative.
