Legal basis and prior LTO issuance
- LTO Memorandum Circular No. RIB-2006-780 amends Memorandum Circular No. 530-2004 dated July 12, 2004 on implementing guidelines for the IRR governing the issuance of optional motor vehicle plates bearing preferred inscriptions (vanity license plates).
- Section 4.1b, 4.1c and Section 5 of Memorandum Circular No. 530-2004 are amended by this circular.
- This circular provides that all previous orders and/or memoranda that are in conflict are superseded.
What vanity plate categories cover
- The Premium Edition category consists of 3-numeric and 3-alpha characters.
- Alpha characters for the Premium Edition must be A-Z (a total of 26 letters).
- For the Premium Edition, the numeric portion starts from 001 to 999.
- The Premium Edition category will no longer be offered effective immediately, to give way to additional series of alpha-numeric combinations for vanity license plates.
Select Edition: allowed format and price
- The Select Edition category consists of alpha numeric or alpha character combinations such as name, slogan, initial, and other combinations that are not in conflict with Limited Edition and Premium categories.
- The Select Edition must be made up of a minimum of three (3) or a maximum of six (6) numeric-alpha characters.
- The price for the Select Edition is Ten Thousand Pesos (Php 10,000.00) inclusive of the handling cost by the designated LTO courier.
- Examples of Select Edition inscriptions include GANDA, JUST4U, MACHO, and 1FOUR3.
Prohibited vanity inscriptions
- Preferred inscriptions consisting of three or two alpha characters and one numeric character, such as JEA8 and 007, are no longer allowed effective immediately.
- The prohibition applies to inscriptions that are prohibited due to their similarity with regular and special plates.
Vanity plate issuance: who gets it and how
- A vanity license plate is issued only to the owner of a duly registered motor vehicle.
- The vanity license plate must be installed at the space allotted for the rear license plate of the motor vehicle.
- Only one (1) vanity license plate is issued per motor vehicle.
- A vanity license plate carries a corresponding one (1) piece VLP validation sticker installed on the vehicle.
- The VLP validation sticker must be installed at the upper right corner of the inside rear windshield and must contain the same characters as those on the vanity license plate.
Renewal, transfer, and annual fees
- The owner must pay an annual renewal fee of the VLP.
- The owner must also pay the motor vehicle’s yearly renewal registration fee.
- When the VLP is transferred from the original owner to a transferee or his beneficiary, the transfer fee is collected.
Loss of plate: duplicate issuance requirements
- In case of lost plate, a duplicate VLP is issued as a replacement upon submission of:
- Sworn Affidavit of Loss
- LETS Alarm Report
- Police Report
- Original OR on payment of the lost VLP
- Original VLP Certificate of Title
- Photocopy of Certificate of Registration (CR) of Motor Vehicle
- Photocopy of the latest Official Receipt (OR) of Registration
