It amends Sections 4.1(b), 4.1(c), and 5 of Memorandum Circular No. 530-2004 to update the implementing guidelines for the IRR on the issuance of optional motor vehicle plates with preferred inscriptions (vanity license plates), including changes to category rules and the treatment of premium/select editions and loss/renewal procedures.
Premium Edition is described as consisting of 3 numeric and 3 alpha characters (alpha A-Z; numeric 001–999), but it will no longer be offered effective immediately to give way to additional series of alphanumeric combinations.
Select Edition consists of alphanumeric or alpha character combinations (e.g., name, slogan, initial, and other combinations) not in conflict with Limited and Premium categories, and must have a minimum of 3 or a maximum of 6 numeric-alpha characters.
Examples include GANDA, JUST4U, MACHO, and 1FOUR3—illustrating that vanity inscriptions may combine letters and numbers in allowed formats and lengths under Select Edition.
Preferred inscriptions consisting of three or two alpha characters and one numeric character (e.g., JEA8, 007) are no longer allowed because of their similarity with regular and special plates.
It must be installed at the space allotted for the rear license plate of the motor vehicle.
One piece of VLP validation sticker containing the same characters as the vanity license plate must be installed at the upper right corner of the inside rear windshield of the vehicle.
The owner must pay an annual renewal fee of the VLP and the yearly renewal registration fee of the motor vehicle. Additionally, transfer fee is collected when the VLP is transferred from the original owner to a transferee or beneficiary.

A duplicate VLP will be issued as a replacement upon submission of specified documents.
The documents are: (1) Sworn Affidavit of Loss; (2) LETAS Alarm Report; (3) Police Report; (4) Original OR on payment of the lost VLP; (5) Original VLP Certificate of Title; (6) Photocopy of Certificate of Registration (CR) of the motor vehicle; and (7) Photocopy of the latest Official Receipt (OR) of registration.
It means any prior LTO issuances that contradict the amended circular are deemed overridden by the provisions of Memorandum Circular No. RIB-2006-780.
It indicates that the changes take effect right away upon adoption/issuance, so applications or issuances consistent with the old premium offering or disallowed inscription patterns should not proceed under the superseded rules after the circular’s effectivity.
These sections define or modify the permissible vanity plate categories and formats (Premium and Select, and their restrictions/allowed character compositions), which directly affects what inscriptions can be approved by LTO.
The Select Edition price is Ten Thousand Pesos (Php 10,000.00), inclusive of the handling cost by the designated LTO courier.
