Amended Price Rules for DA Produce

  • The order amends AO No. 3 Series of 1978 and AO No. 9 Series of 1991 that govern buying and selling prices of vegetable seeds and seedlings, and vegetatively propagated plant materials.

Revised Plant Material Selling Prices

  • The order sets selling prices for Plant Materials (fruits, beverages, spices and plantation crops) as follows:
    • Seedlings or rooted cuttings — 7.50/pc
    • Seedlings of mangosteen, lanzones — 23.00
    • Asexually propagated Grafted — 22.00/pc
    • Marcotted — 25.00/pc
    • All inarched — 35.00/pc

Quality-Control Tests Before Sale

  • DA station and seed farm produced seeds must pass germination, moisture, and physical purity tests.
  • Seeds must meet the following minimum standards before sale/distribution: 80% germination, 85% moisture, and 95% physical purity.
  • The tests are to be conducted by the Seed Testing Laboratory of National Seed Quality Control Services prior to sale/distribution.
  • Seeds must be sampled and submitted to the Seed Quality Control Laboratory for germination and moisture content test when they remain on stock after two months; only those within the quality standard are eligible for sale/distribution.

Sales Basis and Price Increases

  • Seeds and plant materials must be sold on a cash and carry basis.
  • For plant materials maintained in the station after eight (8) months, the price must increase by P1.00 for every month to cover maintenance cost.

Disposal of Substandard Seeds

  • Seeds whose germination falls below the minimum standard quality must be disposed as commercial stocks.
  • Seeds not suitable for other purposes must be condemned accordingly.

Source Requirement for Asexually Propagated

  • Plant materials for asexually propagated must be sourced from registered parent trees.

Effective Date and Supersession

  • The order takes effect upon approval.
  • The order supersedes all other Administrative Orders inconsistent herewith.
  • The order was adopted on 17 Aug. 1993 by Roberto S. Sebastian, Secretary.
