Creation and Purpose of the Intramuros Administration (IA)

Attachment to the Department of Tourism (DOT) and Legislative Framework
- The IA was transferred to the Department of Tourism through Executive Order No. 120 (1987).
- It remains attached to the DOT pursuant to Republic Act No. 9593, also known as the "Tourism Act of 2009," which governs tourism policies in the Philippines.
Role and Composition of the IA Board of Administrators
- The IA Board of Administrators functions as the policy-making body responsible for developing and determining the strategic objectives and overall direction of the Intramuros Administration.
- Under Section 2 of PD No. 1616, the President has the authority to appoint heads of national government agencies to the IA Board in an ex-officio capacity.
Revised Composition of the IA Board
- The Circular mandates the Secretary of the Department of Finance, Director-General of the National Economic and Development Authority, Chairperson of the Metro Manila Development Authority, and Chief Operating Officer of the Tourism Infrastructure and Enterprise Zone Authority to serve as ex-officio members of the IA Board.
Repeal and Effectivity
- All previous orders and issuances inconsistent with this Memorandum Circular are repealed or modified to conform with the Circular.
- The Memorandum Circular is effective immediately upon issuance on May 16, 2016.

- The Circular was issued under the authority of the President, signed by the Executive Secretary, Paquito N. Ochoa, Jr.
