The Secretary of Finance, the Director-General of the National Economic and Development Authority, the Chairperson of the Metro Manila Development Authority, and the Chief Operating Officer of the Tourism Infrastructure and Enterprise Zone Authority are appointed as ex-officio members of the Intramuros Administration Board of Administrators to enhance its strategic development and policy-making capabilities.

The Intramuros Administration was created to ensure the orderly restoration and development of Intramuros.

Presidential Decree No. 1748 (s. 1980) amended PD No. 1616 and recognized the restoration and development of Intramuros as a major historical project of the Government.

The IA was transferred to the Department of Tourism by virtue of Executive Order No. 120 (s. 1987).

Republic Act No. 9593, also known as the Tourism Act of 2009, keeps the IA attached to the Department of Tourism.

The IA Board of Administrators is the policy-making body responsible for crafting and setting the Administration's strategic development objectives and overall direction.

Under Section 2 of Presidential Decree No. 1616, the President is authorized to designate heads of agencies of the National Government to serve on the IA Board of Administrators in an ex-officio capacity.

The Secretary of the Department of Finance, the Director-General of the National Economic and Development Authority, the Chairperson of the Metro Manila Development Authority, and the Chief Operating Officer of the Tourism Infrastructure and Enterprise Zone Authority were directed to serve on the IA Board in an ex-officio capacity.

Their membership in the IA Board of Administrators is pursuant to the President's power under Section 2 of PD No. 1616, as implemented by the Memorandum Circular No. 95 under the authority of the President.

All orders, issuances, or parts thereof which are inconsistent with this Circular are hereby repealed or modified accordingly.

This Circular took effect immediately upon issuance on May 16, 2016.
