Expanded Firearm Possession Rights for Filipino Citizens

  • All citizens of the Philippines may now possess firearms of any type and/or caliber, with exceptions:
    • Firearms classified as crew-served weapons (CSWs), light anti-tank weapons (LAWs), light machine guns (LMGs), anti-tank and anti-personnel recoilless rifles, bazookas, and similar weapons remain prohibited.
  • Firearms must be test-fired for ballistics verification, properly stenciled, and licensed.

Restrictions on Carrying Firearms Outside Residence

  • Only uniformed personnel of the Philippine National Police (PNP), officers and enlisted personnel of the Armed Forces of the Philippines (AFP), and agents of the National Bureau of Investigation (NBI) may carry their licensed firearms outside their residence in the actual performance of official duties.
  • All other licensed firearm holders must secure a Permit to Carry Firearms Outside of Residence (PTCFOR) to carry firearms outside their homes.

Authority and Implementation

  • The Philippine National Police is tasked with issuing all necessary rules and regulations to implement the provisions of this Executive Order.

Repeal and Modification of Inconsistent Laws

  • All provisions of existing orders, issuances, rules, and regulations inconsistent with this Executive Order are repealed or modified accordingly.

Immediate Effectivity

  • The Executive Order takes effect immediately upon issuance.
