Q&A (EXECUTIVE ORDER NO. 194)

Executive Order No. 194, dated February 24, 2000, amended General Orders No. 7, 7-A, 7-B, and 7-C.

General Order No. 7 provided that only officers and men of the Armed Forces of the Philippines and police officers in the actual performance of their official mission or duty could carry firearms outside their residence.

Agents of the National Bureau of Investigation and guards of the Bureau of Prisons and of Provincial and City Jails were allowed to carry firearms outside their residence while in the actual performance of their official mission or duty, including within prison or jail premises or while escorting prisoners.

General Order No. 7-B limited officers and enlisted personnel in active service of the Armed Forces of the Philippines to hold under license a maximum of one low-powered rifle and one sidearm of any type or caliber, and regulated gun clubs and possession limits.

They could hold under license only one low-powered rifle and one sidearm not higher than a caliber .45 pistol.

All Philippine citizens may possess firearms of any type and/or caliber, except those classified as crew-served weapons (CSWs), light anti-tank weapons (LAWs), light machine guns (LMGs), anti-tank and anti-personnel recoilless rifles, bazookas, etc., provided the firearms are test-fired for ballistics, stenciled, and properly licensed.

Only uniformed personnel of the Philippine National Police (PNP), officers and enlisted personnel of the Armed Forces of the Philippines (AFP), and agents of the National Bureau of Investigation (NBI) are authorized to carry their licensed firearms outside their residence while performing their official duties.

They must apply for a Permit to Carry Firearms Outside of Residence (PTCFOR) to legally carry firearms outside their residence.

The Philippine National Police (PNP) is tasked with issuing the necessary rules and regulations.

All orders, issuances, rules, and regulations or parts thereof inconsistent with Executive Order No. 194 are repealed or modified accordingly.
