Role and Responsibilities of DepEd
- DepEd is mandated to include the Palarong Pambansa and its preparatory activities in its regular calendar, preferably during the month of May or summer vacation to avoid disruption of classes.

- DepEd is responsible for proposing necessary budgetary appropriations for the conduct of Palarong Pambansa and its related activities in the annual General Appropriations Act.

- Both agencies must collaborate on programs and projects contributing to the celebration of the "International Year for Sports and Physical Education" as declared by the United Nations in 2005.
Formulation of Implementing Guidelines
- DepEd, in cooperation with PSC and other concerned entities, is tasked to formulate the rules and guidelines necessary for effective implementation of this transfer.
- These guidelines must be developed within forty-five days from the effectivity of the Executive Order.
Repealing Clause
- Any prior Executive Orders, Administrative Orders, or other executive issuances inconsistent with this Executive Order are repealed, modified, or amended accordingly.
Effectivity Clause
- This Executive Order takes effect immediately upon its signing on May 31, 2005.
Legal Basis and Authority
- The transfer and reorganization are authorized pursuant to Paragraph 2, Section 31, Chapter 10, Title III, Book III of the Administrative Code of 1987, which grants the President continuing authority to reorganize the administrative structure of the Office of the President.

Underlying Rationale
- The previous management of Palarong Pambansa by PSC was established under Executive Order No. 81, 1999.
