Transfer of Palarong Pambansa to DepEd

Executive Order No. 433 is anchored on the President’s continuing authority to reorganize the administrative structure of the Office of the President under paragraph 2, Section 31, Chapter 10, Title III, Book III of the Administrative Code of 1987.
Executive Order No. 433 recognizes that Executive Order No. 81 (March 5, 1999) previously transferred the management of DepEd sports programs and activities to the PSC.
Executive Order No. 433 reflects Republic Act No. 9155 as the governing statute for the basic education system, treating physical education and school sports as integral to the basic education curriculum implemented by DepEd.
Executive Order No. 433 takes into account the Implementing Rules and Regulations of EO No. 81, which had placed PSC in charge of managing and implementing the Palarong Pambansa.

Executive Order No. 433 provides that the transfer serves the national school sports program by returning management of Palarong Pambansa to DepEd.
Executive Order No. 433 directs that implementation support continuity is maintained through coordination between DepEd and PSC.
Executive Order No. 433 emphasizes that coordination should also support meaningful and substantial celebration of year 2005 as the United Nations’ “International Year for Sports and Physical Education.”

Section 1 transfers the management of the Palarong Pambansa and funds from the PSC to the DepEd.
Section 1 covers both the programs and activities of Palarong Pambansa and the funds intended for that purpose.
Section 1 establishes that after the transfer, DepEd assumes management responsibility previously held by PSC.

Section 2 requires DepEd to include the Palarong Pambansa and its preparatory activities in its regular calendar of activities for the month of May or during summer vacation.

Section 6 provides that Executive Order No. 433 takes effect immediately.
