Executive Order No. 433 amends Executive Order No. 81 dated March 5, 1999. DepEd, in coordination with PSC and other concerned entities, must formulate the rules and guidelines for effective implementation within forty-five (45) days after effectivity.

Section 6 states that EO No. 433 “shall take effect immediately.”
