Governing constitutional and statutory basis
- The President exercises control over executive departments, bureaus, and offices under Section 17, Article VII of the Constitution.
- The President ensures faithful execution of laws under Section 17, Article VII of the Constitution.
- The President is granted continuing authority to reorganize the administrative structure of the Office of the President under paragraph 2, Section 31, Chapter 10, Title III, Book III of Executive Order No. 292.
- The President is empowered under paragraph 2, Section 31, Chapter 10, Title III, Book III of Executive Order No. 292 to transfer any function under the Office of the President to any other Department.
Policy purpose: harmonizing education governance
- Executive Order No. 652-B advances the synchronization and harmonization of government educational policies, programs, and initiatives.
- Executive Order No. 652-B is implemented to increase coordination within the Presidential Task Force that assesses, plans, and monitors the entire educational system.
- Executive Order No. 652-B targets improved governance alignment to support the country’s competitiveness.
Presidential Task Force composition amended
- Section 1 amends Section 2 of Executive Order No. 652 dated August 21, 2007 by revising the task force’s composition.
- The task force composition includes:
- Secretary, Department of Education;
- Chairman, Commission on Higher Education;
- Director General, Technical Education and Skills Development Authority;
- Chairman, Professional Regulation Commission;
- Presidential Assistant for Education.
- The private-sector representation is increased so that the task force has six (6) representatives from the private sector to be appointed/designated by the President.
- The composition is structured to incorporate private-sector representation through additional private-sector appointees under the revised Section 2 of Executive Order No. 652.
Private sector seat via COCOPEA chair
- Executive Order No. 652-B requires inclusion of the Chairman of the Coordinating Council of Private Educational Associations (COCOPEA) as a representative from the private sector.
- The inclusion operates by expanding the private-sector representatives to six (6), with appointment/designation by the President.
- The COCOPEA chair is part of the Presidential Task Force to assess, plan, and monitor the entire educational system through the amended composition in Section 1.
Repealing clause and inconsistencies
- Section 2 repeals or amends all executive issuances that are inconsistent with Executive Order No. 652-B.
- Section 2 operates as an overriding rule to harmonize conflicting executive issuances with the amended composition of the Presidential Task Force.
- The task force composition in Section 1 governs notwithstanding inconsistent executive issuances.
