Use of Official Development Assistance (ODA) for ARMM Development
- ODA is recognized as a funding source for socio-economic programs and projects.
- Programs and projects funded by ODA targeted specifically at ARMM are to be implemented by the ARG.
- Nationwide ODA programs with ARMM components are also to be executed by the ARG.
Section 1 (Amendment to Executive Order No. 125) – Devolution of Locally Funded Programs to ARMM
- Locally funded programs/projects within ARMM are devolved to and implemented by the ARG.
- Exceptions apply if:
- Congress specifies a different implementing agency by law or General Appropriations Act.
- The ARMM Regional Governor determines the ARG lacks capacity and requests a national agency to implement.
Section 2 (Amendment to Executive Order No. 125) – Effectivity
- The Executive Order takes effect immediately except:
- Section 1’s provisions become effective starting January 1, 2003.
Transfer of Provisions to Whereas Clause
- Section 2 of Executive Order No. 2 is integrated into the Whereas Clause of this Executive Order.
Rules and Regulations
- The Secretary of Budget and Management is tasked with issuing rules and regulations to effectively implement this Executive Order.
Amendments and Effectivity
- This Executive Order amends Executive Order No. 125.
- Except for provisions otherwise stated, this Order takes effect immediately upon signing.

- Ordered by the President of the Philippines, Gloria Macapagal-Arroyo, under legally vested powers.
- Signed by the Executive Secretary Alberto G. Romulo on November 29, 2002, in Manila.
