Restrictions on the Condition and Use of the Flag

Tattered or worn-out flags must never be used or displayed.
The flag shall not be worn, whether as a whole or as part of a costume.

Use of the Flag on Motor Vehicles

The national flag must not be used as a pennant on the hood or any part of a motor vehicle.
Exception: Motor vehicle display of the flag is permitted only during Independence Day or other patriotic occasions as designated by the President.

Authority and Effectivity

The amendments are made under the authority vested in the President by law.
The provisions amend Paragraph 14 of Executive Order No. 321 dated June 12, 1950.
This amendment was signed and effected in Manila on May 14, 1964, by President Diosdado Macapagal and Acting Executive Secretary Calixto O. Zaldivar.
