Transfer of EIIB Building to PDEA

  • EIIB Building and its land at the National Government Center, Quezon City, currently occupied by PNP-NCRPO, are transferred to the PDEA.
  • PDEA assumes all outstanding obligations for the purchase of the property from National Housing Authority (NHA), and liabilities for improvements.
  • DOF, DBM, NHA, and PDEA to coordinate and finalize the settlement of obligations following guidelines under Executive Order No. 739 (1981) and Section 34 of the State Audit Code.

Allocation of Space to DDB

  • One floor of the EIIB Building is allocated to the DDB for its office use on a cost-sharing basis.
  • Ownership of the EIIB Building remains with the PDEA.

Transfer of Equipment and Assets

  • Equipment, furniture, and fixtures within the EIIB compound previously loaned temporarily to PNP-NCRPO by the DOF are to be officially transferred to PDEA without cost.

Budgetary Appropriations for Property Rehabilitation

  • Authorization to release Ten Million Pesos (P10,000,000) from the President's Contingent Fund or other sources for repair, rehabilitation, improvement, and furnishing of the transferred properties.
  • Future appropriations to be included in PDEA's regular budget.
  • PNP funds allocated for repair/development of PNP NCRPO headquarters in Taguig.

Formulation of Implementation Guidelines

  • DOF, DBM, NHA, PNP, and PDEA tasked to develop necessary policies and guidelines to implement the provisions of this Order.

Amendment and Effectivity

  • Executive Order No. 321, s. 2000 is hereby amended accordingly.
  • The Order takes immediate effect upon signing.

  • Signed by the President and the Executive Secretary on July 14, 2003, in Manila.
