Functions of the Multi-Sectoral Advisory Body
- Assist in policy, plan, and program formulation related to volunteer services.
- Provide consultative and technical advice.
- Enhance linkages among volunteer groups and client communities.

- Volunteer Service Organization: Domestic or foreign groups organized and trained for volunteer service programs.
- Volunteer Service Program: Volunteer service planned for implementation by a volunteer service organization.
Admission of Foreign Volunteer Workers
- Foreign volunteer workers are admitted only if their sending country or organization has a formal agreement with the Philippine government.
Registration Requirements
- All volunteer organizations and workers must register with PNVSCA before service.
- Existing organizations and volunteers must register within 30 days from the Order's effectivity.
- Registration includes personal/organizational details, affiliations, contract copies, and detailed activity statements.
Restrictions on Visa Status Changes
- Foreign visitors in the Philippines cannot apply for volunteer service status changes.
Prohibited Acts for Foreign Volunteer Workers
- Accepting remunerative employment during assignment.
- Contributing money or promises in political selection processes.
- Participating in political activities.
- Soliciting contributions.
- Violating PNVSCA rules.
Penalties for Violations
- Foreign volunteers violating prohibited acts face visa cancellation and passport confiscation.
- Domestic volunteers committing violations are subject to domestic legal proceedings.
Rulemaking Authority
- The Director promulgates necessary implementing rules and regulations.
- These become effective after 15 days from publication in the Official Gazette.
