The Philippine National Volunteer Service Coordinating Office is renamed as the Philippine National Volunteer Service Coordinating Agency (PNVSCA).
The PNVSCA remains under the Office of the President and is under the close administrative supervision of the Presidential Executive Assistant.
The objectives include formulating policies and guidelines on volunteer services, coordinating programs of domestic and foreign volunteer organizations, acting as a clearinghouse for volunteer matters, organizing national volunteer programs, serving as liaison with various organizations, promoting volunteer service, administering funds, and performing other duties as provided by law.
The PNVSCA is headed by a Director who is assisted by a professional staff and employees appointed in accordance with Civil Service law and rules.
The Director implements volunteer service programs, advises the Presidential Executive Assistant, provides consultative services, develops plans and standards for the agency, and performs other functions as assigned by the Presidential Executive Assistant.
The multi-sectoral advisory body encourages participation of government and non-government organizations in volunteer service, assists in policy formulation, provides technical advice, and strengthens linkages among volunteer groups.
It is defined as any domestic or foreign group of volunteer workers organized and trained to plan and implement local or domestic volunteer service programs.
The sending foreign country or organization must have entered into an agreement for a foreign volunteer service program with the Philippine government.
They must register with PNVSCA before performing any volunteer service in the country. Existing organizations and workers must register within 30 days from the effectivity of the Order.
The registrant's full name, age, citizenship, addresses, organizational documents if applicable, affiliation details, passport and visa numbers, contracts or terms of service, a detailed statement of activities, and other information required by the PNVSCA Director.
They are prohibited from accepting other remunerative employment, making contributions related to political candidate selection processes, participating in political activities, soliciting contributions, and violating PNVSCA rules and regulations.
Their visas may be cancelled and their passports confiscated.
No, foreign visitors entering or in the Philippines are not allowed to apply for a change of status.
The Director is empowered to promulgate necessary rules and regulations to implement the provisions of this Executive Order. These rules become effective 15 days after publication in the Official Gazette.
