Creation and Role of the John Hay Development Corporation (JHDC)
- Executive Order No. 103 dated June 29, 1993, established the JHDC as the implementing agency of BCDA for the development of the John Hay area.
Amendment and Expansion to John Hay Poro Point Development Corporation (JPDC)
- Executive Order No. 31 amends EO 103, renaming and expanding JHDC to the John Hay Poro Point Development Corporation (JPDC).
- JPDC is authorized as a corporate entity to operate and implement BCDA’s mandate over the John Hay Special Economic Zone (formerly Camp John Hay) and the Poro Point Special Economic and Freeport Zone (formerly Wallace Air Station) including surrounding areas.
Composition and Powers of the JPDC Board of Directors
- The JPDC’s powers are vested in its Board of Directors.
- The Board consists of fifteen (15) members.
- The composition of the Board must comply with Section 16 of RA 7227, ensuring private sector representation and community participation.
Repeal and Modification of Conflicting Rules
- All prior orders, rules, and regulations inconsistent with this Executive Order are repealed, amended, or modified as necessary.
Effectivity
- The Executive Order takes effect immediately upon signing.
Legal Authority and Implementation
- The Executive Order is issued under the President’s constitutional and legal powers.
- It formalizes JPDC’s role and governance structure, ensuring compliance with relevant laws and policies pertaining to economic zone management.
