Updated Lists of Substances and Ingredients

  • The existing tables I to VII under Sections III to VI of MC No. 19-A, s. 1992 were replaced with new tables numbered I to IX.
  • The new tables cover:
    1. Substances prohibited in cosmetics unless subject to stated restrictions.
    2. Preservatives permitted with conditions.
    3. Provisionally allowed preservatives.
    4. Non-permissible colors in cosmetics.
    5. Permissible color additives with restrictions.
    6. Provisionally allowed colors.
    7. Approved sunscreen agents.
    8. Provisionally allowed sunscreen agents.
    9. Substances that must not be included in cosmetic compositions.

Integration and Applicability of the New Lists

  • The new tables are incorporated as annexes aAa to aIa and form an integral part of the order.
  • These revised ingredient lists apply to all new cosmetic product registration applications and existing applications pending evaluation by the PSD cosmetic section.

Continuity of Other Standards

  • Other provisions and standards contained in MC No. 19-A, s. 1992, remain effective provided they are not inconsistent with this amendment.
  • Any further amendment or issuance will override inconsistent provisions.
