: The main purpose is to amend Sections III, IV, V, and VI of Memorandum Circular No. 19-A, S. 1992, updating the lists of ingredients and substances allowed, restricted, or disallowed in cosmetic products.

: Yes, all other standards and requirements not inconsistent with this order remain effective unless further amended.
