Powers to Take Physical Possession and Distribute Land
- PAROs have the authority to immediately take physical possession of agricultural lands subject to acquisition.
- They can cause the issuance of the Deed of Transfer of Title in favor of the Republic of the Philippines (RP).
- Upon receipt of the photocopy of the new title issued by the Land Bank of the Philippines, PAROs can proceed with the distribution of the land to qualified beneficiaries.
Processing of Voluntary Offer to Sell and Compulsory Acquisition Claim Folders (VOCFs/CACFs)
- VOCFs and CACFs already forwarded to or pending with the Regional Agrarian Reform Office (RARO) will continue to be processed under the previous procedures as outlined before this amendment.
- All VOCFs and CACFs still pending with the Provincial Agrarian Reform Offices (PAROs) and Municipal Agrarian Reform Offices (MAROs) shall be governed by the new procedures established by this Administrative Order.
Effectivity and Supersession of Previous Issuances
- This Administrative Order takes effect immediately upon issuance.
- It supersedes, modifies, or nullifies any previous Orders, Circulars, Memoranda, or other administrative issuances that conflict or are inconsistent with its provisions.

- The amendments seek to fast-track agrarian reform administration within the SOPs to ensure quicker land redistribution.
- The regulatory changes reinforce the authority of local agrarian offices, thereby decentralizing and streamlining land transfer procedures under RA 6657.
