DAR Administrative Order No. 10, issued on September 3, 1991, streamlines the acquisition of agricultural lands in Strategic Operations Provinces by empowering Provincial Agrarian Reform Officers to expedite processes and take immediate possession of properties for distribution to qualified beneficiaries.

The main purpose is to amend Administrative Order No. 9, Series of 1990 to fast-track the acquisition of agricultural lands under the Comprehensive Agrarian Reform Program (CARP) in the Strategic Operations Provinces (SOPs).

The Provincial Agrarian Reform Officers (PAROs) of the Strategic Operations Provinces are authorized to perform those functions.

PAROs are authorized to perform the functions specified in Part IV, Sections D, F, and H of Administrative Order No. 9, Series of 1990.

PAROs may immediately take physical possession of the property, cause the issuance of the Deed of Transfer of Title in favor of the Republic of the Philippines, and proceed with distribution to qualified beneficiaries upon receipt of the photocopy of the new title from Land Bank of the Philippines.

All VOCFs/CACFs already forwarded to or pending with the RAROs shall continue to be processed under the old procedures.

All VOCFs/CACFs still pending in the PAROs and MAROs shall be governed by this amended Administrative Order No. 10, Series of 1991.

It took effect immediately upon adoption on September 3, 1991.

The acquisition of agricultural lands is subject to Republic Act No. 6657, also known as the Comprehensive Agrarian Reform Law (CARL).

VOCFs are Voluntary Offer to Sell Claim Folders, and CACFs are Compulsory Acquisition Claim Folders, both are processes for land acquisition under CARP.
