Renewal Requirements
- Authorized representative must present the following to the Land Transportation Office (LTO):
- Original driver's license or one photocopy.
- Photocopy of Philippine passport showing visa of the license holder.
- Letter from the licensee authorizing the representative to renew the license and requesting the renewal.
Authorized Renewal Offices
- For applicants within the National Capital Region (NCR), only the License Section of the Central Office accepts such renewals.
- For applicants outside the NCR, any LTO field office may accept the renewal through the authorized representative.
Standard Operating Procedures
- Authorized representative presents required documents to the appropriate LTO office (License Section/District Office/Licensing Center).
- LTO accepts renewal application, collects fees, and issues Driver's License Receipt (DLR) to the representative.
- The DLR is stamped with "LICENSEE ABROAD FOR PHOTOTAKE WITHIN 30 DAYS UPON ARRIVAL" on the right side.
- LTO keeps all submitted documents until the licensee personally appears for photo capturing.
- Licensee must report to the same LTO office within 30 days of arrival in the Philippines for photograph taking, submitting:
- Original Driver's License Receipt (DLR).
- Original passport.
- Valid drug test result.
- Medical certificate.
- Expired driver's license (to be surrendered).
- In case of lost DLR, a notarized affidavit of loss is required.
- Photographs must be taken only by the LTO; no other agency is authorized.
- After photo capturing, documents are processed and upon approval, the renewed driver's license is produced and released to the licensee.
Penalties for Renewal of Expired Licenses
- Fees are applied based on license category and expiration duration:
- Professional licenses:
- Expired less than 1 year: PHP 40.00
- Expired 1 year to less than 2 years: PHP 80.00
- Expired 2 years or more (without re-examination): PHP 120.00
- Non-professional licenses:
- Expired less than 1 year: PHP 30.00
- Expired 1 year to less than 2 years: PHP 60.00
- Expired 2 years or more (without re-examination): PHP 90.00
- Professional licenses:
Effectivity
- The order takes effect 15 days after filing three (3) copies with the UP Law Center, per Presidential Memorandum Circular No. 11 dated 9 October 1992.
Repealing Clause
- Any administrative orders, memoranda, or circulars inconsistent with this order are superseded, modified, amended, or repealed accordingly.
