The main purpose is to amend Administrative Order No. 88-002 to allow all Filipino citizens who are holders of authentic Philippine driver's licenses and who are staying abroad to renew their licenses through an authorized representative, validating expired licenses without the holder having to return to the Philippines.

Filipino citizens who hold authentic Philippine driver's licenses at the time of their departure from the country and are currently staying abroad.

The authorized representative must present the original driver's license or one photocopy, a photocopy of the Philippine passport with visa of the licensee, and a letter from the licensee requesting the renewal and authorizing the representative.

For applicants within the National Capital Region (NCR), only the License Section of the Central Office accepts such renewals. Applicants outside NCR may renew at any LTO field office at the option of the representative.

The Releasing Clerk stamps the words 'LICENSEE ABROAD FOR PHOTOTAKE WITHIN 30 DAYS UPON ARRIVAL' on the right side portion of the Driver's License Receipt.

The licensee must personally appear at the LTO office where the renewal was made within thirty (30) days upon arrival for photograph taking, present the original DLR and passport, submit a drug test result and medical certificate, and surrender the expired driver's license.

The licensee must submit a duly notarized affidavit of lost DLR when appearing for photograph taking.

Only the LTO office where the renewal was made is authorized to take the photograph; no other agency should take it.

The penalty fees vary by license type and length of expiration: for Professional licenses, Php 40 (less than 1 year), Php 80 (1 to less than 2 years), Php 120 (2 years or more). For Non-Professional licenses, Php 30, Php 60, and Php 90 respectively, with licenses expired 2 years or more subject to re-examination.

It took effect fifteen (15) days following the filing of three (3) copies with the UP Law Center, in accordance with Presidential Memorandum Circular No. 11, dated 09 October 1992.

All administrative orders, memoranda, or circulars not in consonance with this Order are deemed superseded, modified, amended, or repealed accordingly.
