Information to be Released on Top-Ranked Examinees
- Released examination results must include:
- Name of the examinee
- Ranking position
- General average score
- Name of the educational institution graduated from
- Ranking of educational institutions
- The information shall be published in newspapers with general circulation.
Criteria for Inclusion in Topnotchers List
- Examinees must be first-time takers of the licensure exam in the same profession.
- Must have a general average of at least 80%.
- Only ranks from first to tenth highest general average shall be included.
- The total number of successful examinees must not be less than 50.
- The concerned Board may reduce the number of named topnotchers to fewer than ten (e.g., top three) if:
- Fewer than ten examinees meet the 80% general average threshold or
- Total number of passers is less than 50.
Ranking of Educational Institutions
- The top ten educational institutions shall be ranked based on the number of passers produced.
- Institutions must have at least 50 examinees in the particular examination.
- An institution must have at least 80% pass rate among its examinees.
- The Board may limit the ranking to fewer than ten institutions if:
- Less than ten institutions meet the 80% pass rate requirement or
- Fewer than 50 examinees are part of the institution's cohort.
Handling of Examinees Under Investigation
- A topnotcher’s name may be withheld from the ranking if their examination results are under investigation for possible violations of the Instructions to Examinees.
- Such examinee's supposed rank will be annotated as “Name Withheld Pending Investigation.”
- If the investigation clears the examinee, their name shall be added to the official results and the release amended accordingly.
Implementation and Dissemination
- The resolution instructs Professional Regulatory Boards, the Rating Division, and the Legal and Investigation Division to strictly enforce these guidelines.
- The PRC will furnish a copy of the resolution to the Commission on Higher Education (CHED) and the Department of Education (DepEd) for dissemination to relevant academic institutions.
Repeal and Effectivity
- This resolution repeals earlier relevant resolutions (PRC Resolution No. 283 Series 2005, No. 331 Series 2006, and inconsistent issuances).
- It takes effect 15 days after publication in the Official Gazette or a newspaper of general circulation in the Philippines.
