Prc No. 2010-547
Decision Date
Jan 7, 2010
PRC Resolution No. 2010-547 establishes new guidelines for the release and publication of top-ranked examinees in professional licensure examinations, requiring a minimum score of 80% for first-time takers and detailing the criteria for ranking both examinees and educational institutions.

Questions (PRC Resolution NO. 2010-547)

It is based on Section 7(b) of R.A. No. 8981 (power of the Commission to make rules and issue administrative issuances to execute its functions) and Section 7(d) (approval and release of examination results, including publication of successful examinees).

The publication must indicate: (1) the examinee’s name, (2) ranking, (3) general average, (4) educational institution where the examinee graduated from, and (5) ranking of educational institutions.

Only examinees taking the examination for the first time in the same profession who garnered a general average of not less than 80% may be included.

A general average of not less than eighty percent (80%).

From first until the tenth (10th) highest general average.

Using sound discretion, the Board may limit the ranking (e.g., to first until the third) if: (1) the 80% minimum general average is not achieved by at least ten (10) examinees, or (2) the successful examinees do not exceed fifty (50).

The Resolution provides that successful examinees shall not be less than fifty (50).

The release must also include the top ten (10) ranking of educational institutions based on the number of passers produced, subject to the thresholds stated in the Resolution.

The institution must have: (1) at least fifty (50) examinees for that examination, and (2) passers that are not less than eighty percent (80%) of the institution’s examinees.

Using sound discretion, the Board may reduce the ranking (e.g., first until third) if the 80% minimum number of passers is not met by at least ten (10) educational institutions, or when the examinees of educational institutions do not exceed fifty (50).

The person’s name is not included in the ranking to be released; instead, opposite the supposed rank it must bear the notation “Name Withheld Pending Investigation.”

If the papers are upheld, the examinee’s name shall be inserted into the table of results, and an appropriate amendment to the release must be made.

The Professional Regulatory Boards, the Rating Division, and the Legal and Investigation Division are required to strictly implement the Resolution.

The Commission on Higher Education (CHED) and the Department of Education (DepEd).

It takes effect after fifteen (15) days following its full and complete publication in the Official Gazette or any newspaper of general circulation in the Philippines.

It repeals PRC Resolution No. 283 (Series of 2005), PRC Resolution No. 331 (Series of 2006), and other issuances inconsistent with it.

No. The Resolution limits inclusion to examinees taking the examination for the first time in the same profession and who meet the 80% general average threshold.
