Previous Amendment on Performance Rating Requirements
- CESB Resolution No. 817, series 2009, amended Resolution No. 798, series 2009.
- Provided that a CES Eligible must have a minimum performance rating of "Very Satisfactory" in the year immediately preceding the appointment or rank adjustment.
- Removed the prior one-year incumbency requirement for appointment or rank adjustment.
Rationale for Revisiting Performance Rating Requirements
- During the July 8, 2013 CESB meeting, the Board reviewed the existing rating requirements.
- The Board deemed amendments necessary to better assess and evaluate the competence, fitness, maturity, and preparedness of CES Eligibles.
- Aim to ensure readiness for responsibilities correlating with the CES position and rank to be conferred.
Requirements for Original Appointment to CES Rank for Government Service Employees
- The CES Eligible must have attained a performance rating of at least "Very Satisfactory" for three (3) consecutive years prior to the year under consideration for appointment.
Requirements for Original Appointment to CES Rank for Private Sector Appointees
- The individual must have a minimum of one (1) year incumbency in the CES position to which initially appointed.
- Must have obtained a performance rating of at least "Very Satisfactory" during this one-year incumbency.
- Only after fulfilling the above may they be recommended for adjustment in CES rank.
Requirements for Adjustment in CES Rank
- The CES Officer (CESO) must have earned a performance rating of at least "Very Satisfactory" in the CES position currently held.
- The rating must apply to the year immediately before the rank adjustment.
- The CESO must have served in the current position for at least one (1) year prior to rank adjustment.
Implementation and Authority
- Resolution enforced under the authority of CESB Vice-Chairperson Dr. Francisco T. Duque III and other members.
- Certification and attestation by the CESB Board Secretary ensure the document's validity and official status.
