Fines Collection and Allocation Framework
- Fines collected solely by Task Force Disiplina personnel accrue fully to the City Government.
- Fines collected jointly by Task Force Disiplina and deputized barangay personnel, or solely by barangay personnel, are split: 1% to the City Government and 99% to the respective barangay.
- Fines collected jointly by Task Force Disiplina and authorized private individuals, or solely by such private individuals, are split: 70% to the Office of the City Mayor and 30% to the authorized private individual.
Utilization of Barangay Share
- Barangays, through a sangguniang resolution, may re-allocate their share of fine collections to provide benefits for Task Force Disiplina members.
- Benefits may include life insurance, health benefits, stipends, rice allowances, operational allowances, and similar benefits.
Administrative Provisions for Collection and Disbursement
- The City Treasurer is tasked with earmarking collected fines corresponding to barangay personnel and/or private individuals.
- Funds shall be released quarterly to the entitled recipients.
- Allocation to the Office of the City Mayor must primarily be used for feeding and scholarship programs within the city.
Validity and Implementation
- If any part of the ordinance is declared invalid, unaffected provisions remain operative.
- The ordinance becomes effective fifteen (15) days post-publication in a newspaper of general circulation.
