ATV Registration Ban Requirement
- ATV registration is prohibited until ATVs are properly classified and appropriate guidelines for registration are issued.
- District and extension offices must stop registering ATVs in contravention of the 12 May 2006 memorandum.
- Renewal of ATV registration is not allowed under the Circular.
Enforcement Against Highway Operation
- Any ATV operated in the highway must be apprehended.
- Upon apprehension, the plate must be confiscated.
- The CR/OR must be cancelled for apprehended ATVs used on the highway.
Fees, Charges, and Sticker Costs
- For apprehended and accounted ATVs, a recording fee of PHP 500.00/year must be collected.
- The Circular requires collection of the recording fee pursuant to Section 3 of Republic Act No. 8794.
- The recording fee collection must include the cost of sticker, IT fee, and LRF.
Database Entry Mandate
- LTO must create an ATV data entry in the LTO database.
- The Circular treats database creation as a required compliance step in the enforcement process.
Administrative Liability for Violations
- Any official or employee found violating the Circular is subject to administrative sanction.
- Administrative sanction must follow existing CSC Rules and regulations.
Supersession and Compliance Order
- The Circular supersedes prior issuances in conflict with its directives.
- Strict compliance is expressly enjoined for all concerned offices and employees.
