- The Department of Budget and Management through the Procurement Service initiated the first phase of an electronic procurement system.
- The first phase features three components:
- Public Tender Board for advertising bid opportunities, notices, and awards.
- Suppliers Registry requiring accreditation and registration of suppliers wishing to do business with government agencies.
- Electronic Catalogue providing virtual stores displaying goods and materials with detailed descriptions.
Expansion to Future Internet-Based Transactions
- The initial phase of EPS set foundations for Internet-based government procurement transactions such as electronic and online bidding, ordering, and payment transfers.
Mandate of DBM-PS in Government Procurement
- DBM-PS has the legal mandate to procure commonly-used goods, supplies, and services on behalf of all government agencies by virtue of Letter of Instruction No. 755 and Executive Orders Nos. 289 and 359.
Mandatory Participation in EPS for Government Entities
- All National Government agencies, instrumentalities, and government-owned or -controlled corporations are mandated to participate in the first phase of EPS.
- Activities include:
- Advertisement and posting of bid opportunities and awards in the Public Tender Board.
- Accreditation and registration of suppliers in the electronic Suppliers Registry.
- Listing and graphical display of goods and materials in the Electronic Catalogue.
Role of the Procurement Policy Board (PPB) in EPS Implementation
- The PPB is responsible for adopting policies and procedures to accelerate the full implementation of EPS.
- These policies must be consistent with the objectives of Republic Act No. 8792 (E-Commerce Act).
Modernization of DBM-PS to Support EPS
- The PPB is tasked to modernize the organization's systems and processes in DBM-PS to effectively support and complement EPS objectives.
Repeal and Modification of Inconsistent Issuances
- All prior executive issuances, orders, and regulations or parts inconsistent with this Executive Order are repealed or modified accordingly.
Immediate Effectivity
- The Executive Order takes effect immediately upon signing.
