The Department of Budget and Management’s Procurement Service (DBM-PS) is mandated to establish and manage the first phase of the Electronic Procurement System.
The first phase of the EPS includes three components: the Public Tender Board, the Suppliers’ Registry, and the Electronic Catalogue.
The Public Tender Board is responsible for advertising and posting all bid opportunities, notices, and awards related to procurement.
All qualified suppliers who wish to conduct business with national government agencies must be accredited and registered in the Suppliers' Registry.
The Electronic Catalogue serves as a virtual store where goods, supplies, and materials from EPS-accredited and registered suppliers are listed and graphically displayed with detailed descriptions and information.
The full implementation of the EPS is to be consistent with the objectives of Republic Act No. 8792, the E-Commerce Act.
The Procurement Policy Board is tasked with adopting policies and procedures to accelerate the full implementation of the EPS and modernizing the DBM-PS's organization, systems, and processes to support the EPS objectives.
All executive issuances, orders, rules, and regulations or parts thereof that are inconsistent with Executive Order No. 322 are repealed and/or modified accordingly.
Executive Order No. 322 took effect immediately upon its issuance on November 22, 2000.
