Importance and Scope of Philippine Agricultural Engineering Standards (PAES)
- PAES ensures safety, functional efficiency, and economic viability of agricultural and fishery machinery and engineering projects under DA jurisdiction.
- Previous standards include six volumes covering production/post-production machinery, agricultural buildings, engineering materials, and farm to market roads, which were adopted through various DA Administrative Orders and also recognized by the Professional Regulation Commission (PRC).
- PAES Volume VIII, Part 2, Series of 2011, contains 20 new standards developed through extensive technical review and public consultations managed by NAFC’s Agriculture and Fishery Mechanization Committee (AFMeC).
Adoption of PAES Volume VIII, Part 2, Series of 2011
- The following agricultural machinery standards are adopted:
- Power Sprayer for Mango (Specifications and Methods of Test)
- Sugarcane Planter (Specifications and Methods of Test)
- Soil Auger (Specifications and Methods of Test)
- Spring-Tooth Harrow (Specifications and Methods of Test)
- Granule Applicator (Specifications and Methods of Test)
- Coconut Coir Decorticator (Specifications and Methods of Test)
- Coffee Pulper (Specifications and Methods of Test)
- Abaca Stripper (Specifications and Methods of Test)
- Corn Picker (Specifications and Methods of Test)
- Feed Mixer (Specifications and Methods of Test)
Enforcement Provisions
- All DA offices, including bureaus, regional units, and partner agencies, must enforce PAES Volume VIII, Part 2, and prior PAES standards as integral to planning, regulation, bidding, and project implementation.
- PAES Volume VIII, Part 2 serves as the technical reference for DA agricultural engineers when signing and sealing plans, designs, and technical specifications.
- Regional Field Units in coordination with Local Government Units (LGUs), State Colleges and Universities, and concerned national agencies must ensure enforcement of all PAES volumes.
Repealing Clause
- All inconsistent DA Administrative Orders, Special Orders, and issuances are repealed or modified to align with this Administrative Order.
Effectivity
- The Administrative Order takes effect fifteen (15) days after its filing with the National Administrative Register of the UP Law Center and its publication in the Official Gazette.
