The Department of Agriculture is mandated under Republic Act No. 8435, known as the Agriculture and Fisheries Modernization Act of 1997 (AFMA), Section 59, to give priority to the development and promotion of appropriate agricultural machinery and technologies.

Regional Field Units, through their Agricultural Engineering Division, must coordinate with Local Government Units, State Colleges and Universities, and field offices of concerned national government agencies for enforcement of all PAES volumes, including Volume VIII Part 2.
