The Philippine government adopts a national policy of "Sports for All" to make physical fitness and sports accessible to all individuals, while promoting traditional values and coordinating efforts across various government agencies and private entities.

National policy declaration

  • The National Policy of “SPORTS FOR ALL” is adopted by all concerned government and private entities.
  • The policy is adopted based on the Sports Covenant forged during the 1st Philippine Sports Summit held from October 23 to 27, 1992 in Baguio City.
  • The policy requires making a physical fitness and sports program accessible to all, regardless of age, gender, talent, and capabilities.
  • The policy requires identifying, developing, harnessing, and utilizing resources for the optimal, efficient, and effective implementation of the program.

National program leadership and coverage

  • The Philippine Sports Commission (PSC) must plan and implement a National Program for Philippine Sports throughout the “DECADE OF PHYSICAL FITNESS AND SPORTS.”
  • The PSC must coordinate the national program with all concerned public and private entities.
  • The PSC must assist, oversee, and ensure that an integrated comprehensive program is implemented and sustained for the short, medium, and long term plan of action and a year-round calendar of activities for multi-sectoral sports.
  • The integrated comprehensive program must be sustained through the National, Regional, Provincial, City, Municipal, and Barangay Physical Fitness and Sports Development Councils (PFSDC).
  • The councils are created under Executive Order No. 27, and their operation must follow their individual set-up, priorities, resources, organizational structure, and level of competence.

Sectoral assignments and agencies

  • The Department of Education, Culture and Sports (DECS) is assigned to Physical Education and School Sports.
  • The Department of the Interior and Local Government (DILG) and Local Government Units (LGUs) are assigned to Community based sports.
  • The Department of National Defense (DND) and the Philippine National Police (PNP) are assigned to Military sports.
  • The Department of Labor and Employment (DOLE) and the Civil Service Commission are assigned to Labor sports.
  • The Philippine Olympic Committee (POC) and the National Sports Associations (NSAs) are assigned to Elite sports for International meets.
  • The Games and Amusements Board (GAB) is assigned to Professional sports.

Reporting and implementation monitoring

  • To monitor and sustain the implementation of the mass-based sports policy and program, the Executive Order directs the involved agencies and entities to submit a bi-annual report.
  • The bi-annual report must cover the progress and accomplishments of each agency’s respective sports program.
  • The bi-annual report must be submitted to the Office of the President represented by the Philippine Sports Commission (PSC).

Funding and budget requirements

  • The PSC must provide funds from its National Sports Development Fund for the National Program and activities of national interest.
  • The PSC must allocate a certain amount for multi-sectoral sports as determined by the PSC Board.
  • The DECS, DILG, LGUs, DND, PNP, DOLE, DOH, MMA, GOCCS, and all other concerned government agencies or instrumentalities must incorporate, in their respective annual budgets, a separate and specific fund for their physical fitness and sports development programs and activities.
  • The separate and specific fund in annual budgets must be incorporated in consonance with the National Policy and Program of “SPORTS FOR ALL.”

Private participation and encouragement

  • Private associations, clubs, and NGO organizations are urged to actively participate and assist the National Government.
  • The urged private participation includes promotion and development of elite sports for international sports competitions and promotion and development of the National Policy and Program for physical fitness and sports development in the country.
  • The Philippine Olympic Committee and various National Sports Associations are included among the private associations, clubs, and NGO organizations urged to assist.

  • The Executive Order is signed in Manila on March 1, 1993.
  • The Executive Order is signed by FIDEL V. RAMOS, President of the Philippines.
  • The Executive Order is issued by authority of the President and countersigned by ANTONIO T. CARPIO, Chief Presidential Legal Counsel.
