EO 64 adopts the national policy and program of “Sports for All” by all concerned government and private entities, based on the Sports Covenant forged during the 1st Philippine Sports Summit held in Baguio City. Its purpose is to make physical fitness and sports accessible to all and to preserve the traditional and universal values in sports.
The National Policy of “Sports for All” shall be adopted to (1) make accessible to all, regardless of age, gender, talent, and capabilities, a program of physical fitness and sports; (2) identify, develop, harness, and utilize resources for optimal implementation; and (3) preserve and promote desirable traditional and universal values in physical fitness and sports.
EO 64 is based on the Sports Covenant forged during the 1st Philippine Sports Summit held October 23–27, 1992 in Baguio City, where 38 resolutions were adopted.
EO 27 directed the concerned departments to ensure the successful staging of the 1st Philippine Sports Summit, which in turn validated and led to consolidation of the national policy and program for physical fitness and sports—ultimately adopted by EO 64.
EO 64 directs the Philippine Sports Commission (PSC) to plan and implement a National Program throughout the “Decade of Physical Fitness and Sports,” integrating short-, medium-, and long-term plans and a year-round calendar of multi-sectoral sports activities.

The PSC shall provide funds from its National Sports Development Fund for the National Program and national-interest activities and allocate an amount for multi-sectoral sports determined by the PSC Board. Meanwhile, DECS, DILG, LGUs, DND, PNP, DOLE, DOH, MMA, GOCCs, and other agencies are directed to include separate specific funds in their annual budgets for their respective physical fitness and sports development programs.
They are urged to actively participate and assist the National Government in promoting and developing both elite sports for international competitions and the broader Sports for All policy and program for physical fitness and sports development.
EO 64 cites patriotism, nationalism, self-discipline, team work, hard work, camaraderie, sportsmanship and fair play, respect for law and order and the rights of others, preservation of human and natural resources, and continuing quest for excellence.
