The Philippine government adopts a national policy of "Sports for All" to make physical fitness and sports accessible to all individuals, while promoting traditional values and coordinating efforts across various government agencies and private entities.

Q&A (EXECUTIVE ORDER NO. 64)

The main objective is to adopt the National Policy and Program of "Sports for All" by all concerned government agencies based on the Sports Covenant forged during the 1st Philippine Sports Summit held in Baguio City.

It is based on the universal principle adopted by the UNESCO International Charter for Physical Education and Sports, promoting values such as patriotism, nationalism, self-discipline, teamwork, sportsmanship, and respect for law and rights.

The Philippine Sports Commission (PSC) is tasked with planning and implementing the National Program for Philippine Sports throughout the "Decade of Physical Fitness and Sports" in coordination with all concerned public and private entities.

All concerned government and private entities are directed to adopt the National Policy of "Sports for All" based on the Sports Covenant from the 1st Philippine Sports Summit.

The goals are to: 1) Make physical fitness and sports programs accessible to all regardless of age, gender, talent, and capabilities; 2) Identify and utilize resources effectively for program implementation; 3) Preserve and promote traditional and universal values in physical fitness and sports.

The Department of the Interior and Local Government (DILG) and the Local Government Units (LGUs) are responsible for community-based sports.

The DECS is responsible for Physical Education and School Sports as part of the National Program.

The PSC shall provide funds from its National Sports Development Fund for national programs and activities of national interest, allocate funds for multi-sectoral sports, and direct other agencies to allocate funds in their annual budgets for sports development programs.

Government agencies involved in sports programs are directed to submit bi-annual reports on the progress and accomplishments of their respective sports programs to the Office of the President, represented by the Philippine Sports Commission.

The Sports Covenant embodies the consensus and commitments of various government and private sectors, providing strategies, resolutions, and the foundation for implementing a comprehensive physical fitness and sports development program nationwide.
