Mandatory Credit Unit Requirement

Classification Based on Credit Units

  • Those who meet the minimum credit units are listed in the "List of Arbitrators and Mediators in MACE Compliance."
  • Those who do not meet the minimum remain on the "Reserved List" although still accredited.
  • Only those in the MACE Compliance List are eligible for appointment.

Appointment Process and List Availability

  • Parties requesting arbitrators/mediators will be provided the MACE Compliance List by the CIAC Secretariat.
  • Arbitrators and mediators not meeting minimum credits are excluded from appointment consideration.

Earning Credit Units

  • Attendance at MACE seminars: 1 credit unit per hour.
  • Role-playing in simulated exercises: 2 credit units per hour.
  • Lecturing or presenting: 3 credit units per hour.
  • One hour equals four 15-minute quarters; fractions under 15 minutes do not earn credits.

Seminar Logistics and Frequency

  • CIAC and PICAM aim to sponsor 4 seminars annually: 2 in Luzon, 1 in Visayas, 1 in Mindanao.
  • Each seminar runs for 6 hours, divided into 3 hours morning and 3 hours afternoon sessions.

Credit Unit Minimums

  • Minimum 12 credit units every two consecutive years required for MACE Compliance List inclusion.

Faculty Members

  • Faculty members automatically qualify for the MACE Compliance List.
  • Faculty defined as arbitrators or mediators who have given at least 5 lectures in MACE seminars in the past 3 years.
  • Current faculty members are specifically named.

Monitoring and Record-Keeping

  • Secretariat tasked with strict monitoring of attendance and participation.
  • Development of a form for recording attendance and roles in seminars.
  • Maintenance of two lists: MACE Compliance List and Reserved List.
  • Lists are made available to the Commission for appointments.

Effectivity

  • The resolution takes effect 15 days after receipt of certified true copies by the Office of the National Administrative Register.
