Powers and Duties of the Professional Regulation Commission (PRC)
- Under RA 8981 Section 7, the PRC has the authority to:
- Administer and conduct licensure exams according to PRC rules and preserve exam integrity (7c).
- Maintain custody of all Board records and examination papers (7f).
- Fix and collect fees for exams and registration (7g).
- Fully computerize licensure exams and professional registration by 2003, including ongoing operations (7q).
- Perform other functions necessary for executing professional regulatory laws (7y).
Increasing Demand for Nursing Licensure Examination
- In November 2009, about 95,000 nurse licensure examinees filed applications nationwide, causing significant congestion at PRC offices.
- This volume was anticipated to increase further, necessitating improvements in application processing.
Introduction and Purpose of the Nursing Management Information System (NMIS) OLAP
- The Board submitted in 2006 a proposal for NMIS-OLAP to complement the PRC’s Licensure Examination and Registration Integration System (LERIS).
- NMIS-OLAP aims to facilitate nursing licensure applications through an online platform.
- Intended benefits include decongesting PRC offices, eliminating long queues, and potentially reducing satellite application sites.
Board Resolution on Adoption and Implementation
- The Board officially adopted the NMIS-OLAP for the Nurse Licensure Examination.
- A committee was created comprising members from the Board of Nursing, ICT Division, Application Division, Rating Division, Legal Division, and other relevant divisions.
- The committee is tasked to formulate Implementing Rules and Regulations considering data processing, sharing frameworks, and system integration.
- The Board commits to monitoring and evaluating the system’s security and reliability.
Effectivity and Dissemination
- The resolution takes effect 15 days after publication in the Official Gazette or a major national newspaper.
- Copies of the resolution shall be furnished to all concerned agencies and organizations for information, dissemination, and implementation.

- The Resolution is signed by the Chairman and Members of the Board of Nursing, the Secretary of the Professional Regulatory Boards, and approved by the PRC Chairman and Commissioners.
