One major function of the Board of Nursing under Republic Act No. 9173 is the conduct of licensure examination for nurses [Article III, Section 9 (a)].
All applicants for license to practice nursing shall be required to pass a written examination in accordance with Republic Act No. 8981, also known as the PRC Modernization Act of 2000 [Article IV, Section 12].
Under Republic Act No. 8981, the PRC has the power to administer and conduct licensure examinations, adopt measures to preserve the integrity of exams, have custody of examination records, fix fees for examination and registration, implement full computerization of licensure exams and registration by 2003, and perform other necessary functions to carry out the Act [Section 7 (c), (f), (g), (q), and (y)].
The NMIS-OLAP is an online application program adopted for the Nurse Licensure Examination aimed to complement the overall Licensure Examination and Registration Integration System (LERIS) of the PRC to facilitate application filing and reduce congestion at PRC offices.
It was proposed and adopted to address the unprecedented volume of nurse licensure examinees filing applications, to decongest PRC offices, remove long lines, and potentially reduce the need for PRC satellite application sites in the future.
The resolution shall take effect fifteen (15) days following its complete and full publication in the Official Gazette or any major daily newspaper of national circulation in the Philippines.
A committee composed of representatives from the Board of Nursing, ICT Division, Application Division, Rating Division, Legal Division, and other concerned divisions was created to formulate the Implementing Rules and Regulations and to ensure integration, merging, and security of processes and information generated from the NMIS-OLAP.
It mandates the PRC to adopt measures to preserve the integrity and inviolability of licensure examinations and to have custody of all examination papers and records.
The conduct and rules of the Nursing Licensure Examination are governed primarily by Republic Act No. 9173 (Philippine Nursing Act of 2002) and Republic Act No. 8981 (PRC Modernization Act of 2000).
Copies of the Resolution are furnished to all concerned agencies and organizations for their information, dissemination, and implementation.
