Formulation and Adoption of the National Cybersecurity Plan (NCSP) 2023-2028
- The DICT, pursuant to its mandate under Section 15 of RA No. 10844, formulated the NCSP 2023-2028 outlining policy directions and operational guidelines to achieve a trusted, secured, and resilient cyberspace for all Filipinos.
- The plan serves as a whole-of-nation roadmap for integrated development and strategic cybersecurity direction.
Scope and Implementation Directive
- All national government agencies and instrumentalities, including government-owned or controlled corporations (GOCCs), are directed to adopt and implement cybersecurity plans aligned with the NCSP.
- Local Government Units (LGUs) are encouraged to formulate and implement their cybersecurity strategies relevant to their mandates and aligned to the NCSP.
- The DICT is tasked with establishing systems for effective implementation, monitoring, and review of the NCSP, adhering to existing laws and regulations.
- The DICT, in collaboration with the private sector, will provide necessary technical assistance to other government bodies for NCSP execution.
Reporting Requirements
- The DICT must submit a bi-annual report to the President through the Office of the Executive Secretary and the NCIAC detailing the progress and status of the NCSP implementation.
Funding Provisions
- Initial funding for implementation will be charged against existing budgets of concerned agencies, subject to applicable budget and auditing laws.
- Subsequent funding will be incorporated into the General Appropriations Act following the standard budget preparation process.
Legal Provisions: Separability, Repeal, and Effectivity
- If any part of the Order is declared unconstitutional or invalid, unaffected provisions remain in full force.
- Prior orders, rules, or issuances inconsistent with this Order are repealed or modified accordingly.
- The Order takes immediate effect upon publication in the Official Gazette or a newspaper of general circulation.
