President Ferdinand R. Marcos, Jr. adopts the National Cybersecurity Plan 2023-2028, directing all government agencies and local government units to implement strategies for a secure and resilient cyberspace in the Philippines.

The primary purpose of Executive Order No. 58 is to adopt the National Cybersecurity Plan (NCSP) 2023-2028 as the whole-of-nation roadmap for the integrated development and strategic direction of the country's cybersecurity and to direct its implementation by national government agencies, instrumentalities, and local government units.

Section 24, Article II of the 1987 Philippine Constitution recognizes the vital role of communication and information in nation-building.

Republic Act No. 10844, or the DICT Act of 2015, mandates the DICT to ensure the provision of strategic, reliable, cost-efficient, and citizen-centric ICT infrastructure, systems, and resources.

The National Cybersecurity Inter-Agency Committee (NCIAC) was established under EO No. 189 (s. 2015), as amended by EO No. 95 (s. 2019), to assess cybersecurity vulnerabilities and risks and to enhance mechanisms against cyber-attacks.

The DICT is responsible for formulating, adopting a system for effective implementation, monitoring, and review of the NCSP 2023-2028, and providing technical assistance to government agencies and private sector for the plan's implementation.

LGUs are encouraged, but not mandated, to formulate, adopt, and implement cybersecurity plans relevant to their mandates in line with the NCSP 2023-2028.

The DICT must submit a bi-annual report to the President, through the Office of the Executive Secretary and the NCIAC, on the status and progress of the NCSP's implementation.

Funding for the implementation shall be charged against current and available appropriations of concerned agencies, subject to budget laws. Continued funding will be included in the General Appropriations Act following the usual budget process.

If any part is declared unconstitutional or invalid, the other provisions not affected shall remain in full force and effect according to the Separability Clause in Section 4.

The Order took effect immediately upon publication in the Official Gazette or in a newspaper of general circulation, as provided in Section 6.
