Admin of Turtle and Mangsee Islands EO 95-1947

The Turtle Islands are all islands to the north and east of the boundary line fixed in the convention between the United States and the United Kingdom, proclaimed by the President of the United States on December 15, 1942 (47 U.S. Stat. at Large, Part 2, pp. 2198-2201).
The Turtle Islands include Sibaung, Boaan, Lihiman, Langaan, Great Bakkungan, Taganak, and Baguan.
The Turtle Islands are constituted into a special municipal district under the jurisdiction of the Province of Sulu.
The Mangsee Islands (the islands to the north and east of the Turtle boundary line) form part of the municipal district of Balabac, Province of Palawan.

A special municipal district is established for the Turtle Islands under the jurisdiction of the Province of Sulu.
A district officer is created to provide a temporary local government for the special municipal district.
The district officer’s compensation is PHP 1,200 per annum.
The district officer is charged with administration of the Turtle Islands under the supervision and control of the Provincial Governor of Sulu.
The Provincial Governor of Sulu may appoint the district officer subject to the approval of the Secretary of the Interior.

The district officer is the chief administrative officer of the Turtle Islands.
The district officer is justice of the peace ex-officio with the same powers and duties as a regular justice of the peace.
The district officer acts as deputy of the Collector of Customs.
The district officer acts as deputy of the Commissioner of Immigration.
The district officer acts as deputy of the Director of Fisheries.
The district officer acts as Health Officer.
In acting in the capacities of deputy Collector of Customs, deputy Commissioner of Immigration, deputy Director of Fisheries, and Health Officer, the district officer is subject to the supervision of the Department Head concerned.

A chief of police is created for the Turtle Islands with compensation of PHP 600 per annum.
Two policemen are created with compensation of PHP 360 per annum each.
The chief of police and policemen are appointed by the district officer with the approval of the Provincial Governor of Sulu.
The chief of police acts as deputy of the provincial treasurer in the collection of taxes.
The Provincial Governor of Sulu is empowered, when circumstances require, to detail members of the police forces of any municipality or municipal districts under his jurisdiction to serve in the islands for a limited period.

All revenues collected in the Turtle Islands are constituted into a special fund.
The special fund is turned over by the chief of police to the Provincial Treasurer of Sulu.
The Provincial Treasurer of Sulu expends the special fund for the administration of the Turtle Islands.

The district officer, with approval of the Provincial Governor, must provide clerical assistance necessary for proper discharge of the functions and duties of the district officer and the chief of police.
The Secretary of the Interior is empowered to authorize the creation of offices and/or positions deemed necessary to effectuate proper administration of the special municipal district.

The Provincial Governor of Sulu must negotiate for the establishment of a store at Taganak.
The store must be financed by private capital.
The store is to sell and distribute the supplies needed by the inhabitants of the islands.
The store arrangement operates under the supervision of the Provincial Governor, exercised directly or through the district officer.

Executive Order No. 95 takes effect upon the transfer of the Turtle and Mangsee Islands to the Republic of the Philippines.
The local government for the Turtle Islands is established as a temporary local government through the district officer system.
