Manuel Roxas establishes jurisdiction and administration over the Turtle and Mangsee Islands, creating a special municipal district under the Province of Sulu with a local government and law enforcement to oversee the islands' governance and resources.

It invokes the powers vested in the President by the Constitution and laws of the Philippines to proclaim Philippine jurisdiction and establish administration over the Turtle and Mangsee Islands.

They are all islands to the north and east of the boundary line fixed in the U.S.-U.K. convention proclaimed by the President of the United States on December 15, 1942, known as the Turtle Islands, including Sibaung, Boaan, Lihiman, Langaan, Great Bakkungan, Taganak, and Baguan.

They are constituted into a special municipal district under the jurisdiction of the Province of Sulu.

A district officer is created with compensation of P1,200 per annum.

The Provincial Governor of Sulu appoints him, subject to the approval of the Secretary of the Interior.

He is chief administrative officer; justice of the peace ex-officio with the same powers and duties as a regular justice of the peace; deputy of the Collector of Customs, Commissioner of Immigration, and Director of Fisheries; and acts as Health Officer. In these capacities he is subject to supervision of the concerned Department Head.

It provides that, while he acts in these capacities, he shall be subject to the supervision of the Department Head concerned.

The Provincial Governor shall negotiate for the establishment of a store at Taganak financed by private capital to sell and distribute needed supplies, under the supervision of the Provincial Governor (exercised directly or through the district officer).

There shall be a chief of police (P600 per annum) and two policemen (P360 per annum each). They are appointed by the district officer with approval of the Provincial Governor of Sulu.

The chief of police also acts as deputy of the provincial treasurer in the collection of taxes.

He may detail members of the police forces of any municipality or municipal districts under his jurisdiction to render service in the islands for a limited period.

All revenues are constituted into a special fund, turned over by the chief of police to the Provincial Treasurer of Sulu, and expended for administration of the Turtle Islands.

The district officer, with approval of the Provincial Governor, shall provide clerical assistance; additionally, the Secretary of the Interior is empowered to authorize creation of such offices and/or positions as deemed necessary.

They form part of the municipal district of Balabac, Province of Palawan.

It takes effect upon the transfer of the Turtle and Mangsee Islands to the Republic of the Philippines.
