Conditions for Granting Collateral Pay
- The combat operation must be conducted under a specific combat mission documented by an Operations Order (OPORD) or a Fragmentary Order (FRAG-O).
- Only those personnel included in the published task organization of the OPORD are eligible.
- The total additional combat incentive pay per individual is capped at Php1,500.00 for each OPORD or FRAG-O.
Funding for Combat Incentive Pay
- Initial funding of Php73,000,000.00 will be sourced from the President’s Social Fund (PSF), adhering to accounting and auditing standards.
- Subsequent funding requirements for fiscal years 2007 and 2008 will be coordinated with the Department of Budget and Management (DBM) and submitted for approval to the Office of the President.
- From fiscal year 2009 onward, funds will be included in the General Appropriations Act.
Implementation Guidelines
- The Department of National Defense is tasked with preparing and issuing the necessary guidelines for enforcing the provisions of this order.
Repeal of Conflicting Orders
- Any executive orders, rules, or regulations inconsistent with this Executive Order are hereby revoked, amended, or modified to conform.
Effectivity of the Executive Order
- The order takes effect fifteen (15) days after its publication in a national newspaper of general circulation.
- The order is signed by the President and the Executive Secretary, ensuring its legal authority and enforcement.
