Subsequent funding requirements for fiscal years 2007 and 2008 will be coordinated with the Department of Budget and Management (DBM) and submitted for approval to the Office of the President.
From fiscal year 2009 onward, funds will be included in the General Appropriations Act.

Implementation Guidelines

The Department of National Defense is tasked with preparing and issuing the necessary guidelines for enforcing the provisions of this order.

Repeal of Conflicting Orders

Any executive orders, rules, or regulations inconsistent with this Executive Order are hereby revoked, amended, or modified to conform.

Effectivity of the Executive Order

The order takes effect fifteen (15) days after its publication in a national newspaper of general circulation.
The order is signed by the President and the Executive Secretary, ensuring its legal authority and enforcement.
