Gloria Macapagal-Arroyo's Executive Order No. 658 grants an additional combat incentive pay of Php150.00 per day to uniformed members of the Armed Forces of the Philippines engaged in actual combat against national security threats, effective July 1, 2007, to enhance their compensation and support their critical role in maintaining internal security.

Law Summary

Conditions for Granting Collateral Pay

  • The combat operation must be conducted under a specific combat mission documented by an Operations Order (OPORD) or a Fragmentary Order (FRAG-O).
  • Only those personnel included in the published task organization of the OPORD are eligible.
  • The total additional combat incentive pay per individual is capped at Php1,500.00 for each OPORD or FRAG-O.

Funding for Combat Incentive Pay

  • Initial funding of Php73,000,000.00 will be sourced from the President’s Social Fund (PSF), adhering to accounting and auditing standards.
  • Subsequent funding requirements for fiscal years 2007 and 2008 will be coordinated with the Department of Budget and Management (DBM) and submitted for approval to the Office of the President.
  • From fiscal year 2009 onward, funds will be included in the General Appropriations Act.

Implementation Guidelines

  • The Department of National Defense is tasked with preparing and issuing the necessary guidelines for enforcing the provisions of this order.

Repeal of Conflicting Orders

  • Any executive orders, rules, or regulations inconsistent with this Executive Order are hereby revoked, amended, or modified to conform.

Effectivity of the Executive Order

  • The order takes effect fifteen (15) days after its publication in a national newspaper of general circulation.
  • The order is signed by the President and the Executive Secretary, ensuring its legal authority and enforcement.
