Appropriations for Armed Forces Expansion

Section 1 appropriates PHP 25,847,580 out of any funds in the Philippine Treasury not otherwise appropriated.
The appropriation is for the Armed Forces of the Philippines for the organization, equipping, maintenance and operation of ten additional battalion combat teams.
The appropriation covers salaries and wages, sundry expenses, and special purpose items as itemized in Section 1.
Section 1 totals each category and the overall total as PHP 25,847,580.

Section 1 appropriates PHP 7,185,990 for Salaries and Wages.
Section 1 itemizes salaries and wages as follows:
- Officers’ base and longevity pay: PHP 621,800.00
- Officers’ quarters allowance: PHP 101,360.00
- Officers’ subsistence allowance at P1 each per day: PHP 73,300.00
- Enlisted men’s base pay: PHP 3,126,640.00
- Enlisted men’s quarters allowance: PHP 537,500.00
- Enlisted men’s subsistence allowance at P1 each per day: PHP 1,572,470.00
- Enlisted men’s clothing allowance: PHP 1,152,920.00
Section 1 sets the Total for salaries and wages at PHP 7,185,990.

Section 1 appropriates PHP 16,866,590 for Sundry Expenses.
Section 1 itemizes sundry expenses as follows:
- Equipment and supplies, including maintenance and operational cost: PHP 14,802,090.00
  - Quartermaster: PHP 1,455,000.00
  - Signal corps: PHP 812,500.00
  - Medical service: PHP 158,150.00
  - Corps of engineers: PHP 376,440.00
  - Weapons and armaments; combat vehicles and motor transport equipment; ammunition; supplies and maintenance parts: PHP 12,000,000.00
- Housing facilities and maintenance for officers and enlisted men on actual field operations: PHP 963,000.00
- Expenses for hospitalization of personnel: PHP 101,500.00
- Intelligence and counter-intelligence, including miscellaneous and contingent expenses: PHP 1,000,000.00
Section 1 sets the Total for sundry expenses at PHP 16,866,590.

Section 1 appropriates PHP 1,795,000 for Special Purpose.
Section 1 provides for additional subsistence of P1 per day each for officers and enlisted men on actual field operations.

Section 2 prohibits using any portion of the appropriations for:
- the purchase of staff cars, or
- the payment of any expenses for, or of the salary of, any officer or member of the Armed Forces who has been detailed to any office or employment or assigned to duties outside of the Department of National Defense.
Section 3 allows any balance from the appropriations to be used only to defray expenses for the subsistence, hospitalization, and rehabilitation of captured or surrendered dissidents.
Section 4 limits expenditure of appropriations authorized for equipment and supplies, or so much thereof remaining unexpended, by requiring that they be used only for the purposes mentioned in Section 3 when the equipment and supplies are obtainable under the military assistance pact between:
- the Government of the Republic of the Philippines, and
- the Government of the United States.

Section 5 states that Republic Act No. 591 takes effect upon its approval.
