RA 591 is an Act increasing the Armed Forces of the Philippines by appropriating additional funds for the organization, equipping, maintenance, and operation of ten additional battalion combat teams.

The total is ₱7,185,990.
It includes equipment and supplies (with allocations to Quartermaster, Signal Corps, Medical Service, Corps of Engineers, and weapons/armaments/combat vehicles/motor transport/ammunition/supplies/maintenance parts), housing facilities and maintenance for field operations, hospitalization of personnel, and intelligence and counter-intelligence/miscellaneous/contingent expenses.
The total is ₱16,866,590.
It funds additional subsistence of ₱1 per day each for officers and enlisted men on actual field operations.
It is ₱1,795,000 for additional subsistence at the rate of ₱1 per day each for officers and enlisted men on actual field operations.
No portion of the appropriations may be used for: (a) the purchase of staff cars; or (b) expenses for, or salary of, any officer or member of the Armed Forces who is detailed to an office outside the Department of National Defense or assigned to duties outside of it.
It prohibits more than staff cars: it also bans using funds to pay expenses for or the salary of personnel detailed or assigned outside the Department of National Defense.
Any balance may be used to defray expenses for the subsistence, hospitalization, and rehabilitation of captured or surrendered dissidents only.
Appropriations authorized for equipment and supplies (or any unexpended portion) shall not be available for expenditure except for the purposes mentioned in Section 3, whenever the equipment and supplies are obtainable under the military assistance pact with the United States.
They can be spent only for the purposes in Section 3 (subsistence, hospitalization, and rehabilitation of captured or surrendered dissidents) when the relevant equipment and supplies are obtainable under the military assistance pact.
It takes effect upon approval.
RA 591 was approved on January 19, 1951.
