Legal basis and international placement decisions
- The regulation is issued under Section 36 (a) of R.A. 6425, as amended.
- The regulation is consistent with Article 2 Paragraph 7 of the 1971 Convention on Psychotropic Substances.
- The regulation is consistent with Article 3 Paragraph 7 of the 1961 Single Convention on Narcotic Drugs.
- The Board acts following communications from the Secretary General of the United Nations to the Minister of Foreign Affairs of the Philippines informing the placement of the specified drugs in Schedule I annexed to the above conventions.
- The communications refer to Decision Nos. 2(S-VI), 3(S-VI), and 5(S-VI) of the Commission on Narcotic Drugs.
Purpose and operative mandate
- The regulation’s operative mandate is to include identified substances in the list of Prohibited Drugs.
- The Board exercises its authority by adding the enumerated drugs to the prohibited list through a decision reached in its meeting of October 21, 1980.
- The regulation directs that the added substances are treated as Prohibited Drugs under the Board’s prohibited list.

- Sufentanil is included in the list of Prohibited Drugs.
- Tilidine is included in the list of Prohibited Drugs.
- TCP (chemical description provided) is included in the list of Prohibited Drugs.
- PHP or PCPY (chemical description provided) is included in the list of Prohibited Drugs.
- PCE (chemical description provided) is included in the list of Prohibited Drugs.
Identified substances and chemical naming
- Sufentanil is identified as: N- [4 -( methoxy-methyl) - 1 - [2- (2 - thienyl) ethyl] - 4 - piperidyl] propionanilide.
- Tilidine is identified as: (+) - ethyltrans - 2 -( dimethyla-mino)- 1-phenyl - 3 - cyclohexene - 1 - carboxylate.
- TCP is identified as: 1 - [1 - (2- thienyl) cyclohexyl] piperidine.
- PHP or PCPY is identified as: 1 - (1 - phenyl- cyclohexyl) pyrrolidine.
